personally I would say that the optimal or best decision would be based on the following formula or criterion:

and lastly, there is also one small thing which is often overlooked: it is what I call "wholesale factor"
for example, we can see that GrTaMaster in his computation methods for BEP Avg has rightly taken into consideration the actual total NUMBER of all the refs one currently has. why? obviously because we must calculate ALL the expenses, means for ALL the refs together.
however as I can understand, the Real Avg is being calculated too basically:

yet elsewhere can get a more detailed definition:

so, to sum it up a bit :
the Real Avg is NOT the individual one, but the sort of combination of Current Avg and Overall Avg (in other words, Total clicks of all the RRs on that current particular day), minus
Total (not individual) Recycle expenses for that day divided by number of ALL refs- and applied to each individual ref. which is quite an approximation / generalization!!! because:
1) not all refs click every day & same number of clicks;
2) not all refs are being recycled;
3) not all refs clicked on that particular day;
etc.
therefore - applying the same approximately calculated average to ALL the refs is too general - since not all the refs behave in the same way.
